BHBH+ Privacy Notice
The National Energy Foundation (NEF) works alongside Oxfordshire County Council, West Oxfordshire District Council, South Oxfordshire District Council, Vale of the White Horse District Council, Cherwell District Council, Oxford City Council and the BOB Integrated Care Board to deliver the BHBH+ home visit service.
This notice sets out how we will use your personal data in relation to the BHBH+ home visit service (“the Scheme”), commissioned by Oxfordshire County Council and provided by the National Energy Foundation, and funded by Oxfordshire County Council, West Oxfordshire District Council, South Oxfordshire District Council, Vale of the White Horse District Council, Cherwell District Council, Oxford City Council and the BOB Integrated Care Board. Your data
We will process the following personal data of Customers:
- your name, email address and phone number (including those of people who live at the same address)
- address and details of the property receiving the BHBH+ home visit
- details about the outcome of the home visit (e.g. information about energy bills and usage, responses to behaviour change questions)
- installation(s) at the property, e.g. type, size and cost
- contact address (if not the property receiving the installation(s))
- information to show your eligibility for the Scheme, e.g. household income and dates of birth
- any financial contribution you have made towards the installation(s)
- details about the expected energy, carbon and cost savings to be delivered by the installations
- address and details of a property declining a home visit and or installation(s)
We will process the following personal data of referral partners:
- your name, contact address, email address and phone number
- further details on why a referral is relevant (e.g. eligibility, any issues identified at home, such as health conditions or communication needs)
Referral partners are organisations we have a knowledge of and have an agreed referral process, for example via e-mail, telephone or online referral form. Examples include Age UK Oxfordshire, the Oxfordshire County Councils Social and Health Care Team.
With National Energy Foundation we will process:
- information confirming eligibility for the home visit and other fuel poverty related services to identify which home energy installations and services you receive
Our Purpose
The purpose for which we are processing your personal data is to support the delivery, administration and evaluation of the Scheme. The service has been commissioned to expand on the existing telephone helpline to offer Oxfordshire residents free home energy visits. The home visits will offer integrated and holistic support to residents living in poor housing and struggling with their energy costs. The evaluation of the service will be used to understand the impact on the health and wellbeing of the participants, benefits of a home visits service in reducing visit to primary and secondary care and local charitable organisations as well as informing whether to invest ongoing public funds to the enhance home visit service beyond November 2023.
Delivery, administration and evaluation of the Scheme will require the sharing and linking of your data to other datasets held by Oxfordshire County Council, Oxfordshire Local Authorities and NHS South Central & West Commissioning Support Unit.
NHS South Central & West will be evaluating the Scheme. This may include you being contacted to take part in further research if you wish. Where the research involves processing of personal data in addition to that already collected for delivery of the Scheme, you will be given the opportunity to opt-in to that research at the first point of contact. You have the option to opt out within 7 days of the visit to your home. We cannot guarantee to action your decision to opt out beyond this time. We will make reasonable and proportionate efforts to remove your data after this time, should you request it.
By invitation only some people will be invited to contact our other evaluation partner, the University of Salford, to have a conversation about what impact if any the service had on your health and wellbeing.
Your data may also be used for statistical, research and fraud prevention purposes as part of the contract the County Council holds with us.
Our legal basis for processing your data
The legal basis that we apply to processing your data will be one or more of:
- Consent: you consent to us doing so
- Contract: it is necessary for the performance of a contract to which you are a party, in this case the Householder Funding agreement
- Legal obligation: it is necessary to comply with a legal obligation placed on us as data controller and processor, in this case the provision of home improvements under the Warm Homes and Energy Conservation Act, the Fuel Poverty Regulations, and our obligations in the detection and prevention of fraud
- Public task: the specific public task is the delivery, administration and evaluation of, as well as statistical, research and fraud prevention purposes relating to, the Scheme, a home energy visit service aiming to offer an integrated, holistic assessment of an individuals housing needs to help achieve a safer and more suitable home to live in.
Regarding consent, the use of your personal data to contact you to take part in further research will be subject to your consent, which may be withdrawn at any point.
Sharing your data
Your personal data will be shared with:
- National Energy Foundation for the delivery of installation(s) within homes under the Scheme
- Oxfordshire County Council for delivery, administration and evaluation of the Scheme within Oxfordshire, statistical, research and fraud prevention purposes
- Oxford City Council, Vale of White Horse District Council, South Oxfordshire District Council, Cherwell District Council and West Oxfordshire District Council for delivery, administration and evaluation of the Scheme within Oxfordshire, statistical, research and fraud prevention purposes
- NHS South Central & West CSU and its contractors for delivery, administration and evaluation of the scheme for statistical, research or fraud prevention purposes
Your personal data may also be shared by local organisations with other Government departments where necessary.
We may share your data if we are required to do so by law, for example by court order or to prevent fraud or other crime.
How long will we keep your data?
Your personal data will be stored securely by us for a maximum period of 6 years following your last contact with the Scheme in Oxfordshire. We may choose to store anonymised data beyond this period.
Your personal data will be held and processed on our data systems with all appropriate technical and organisation security measures.
Where else do we get data?
We also obtain personal and household and property data from referring parties who may refer you to the Scheme.
We further obtain personal and household and property data from publicly available sources such as land registry, property gazetteer and energy consumption and conservation data. We may also source information from energy companies to help target our offer of support.
Your Data Rights
You have the right:
- to request information about how your personal data is processed, and to request a copy of that personal data
- to request that any inaccuracies in your personal data are rectified without delay
- to request that any incomplete personal data are completed, including by means of a supplementary statement
- to request that your personal data is erased if there is no longer a justification for it to be processed
- in certain circumstances (for example, where accuracy is contested) to request that the processing of your personal data is restricted
- to object to the processing of your personal data, including where it is processed for direct marketing purposes
- to withdraw consent to the processing of your personal data at any time, where processing is based on your consent.
